Recommendation 25
25
Acknowledged
DWP launches "Tell DWP" campaign and expands online reporting for changing circumstances.
Conclusion
The Department outlined what it was doing to make it easier for people to report changes of circumstances.48 It highlighted a campaign that it would be launching in January 2026—”Tell DWP”—to help customers identify what they need to declare and encourage them to do so. It wanted to support those people who were honest but who might make a mistake.49 The Department also noted that Universal Credit claimants could report changes of circumstances via the online journal portal and said that it would look to roll that functionality out to other benefits.50
Government Response Summary
The department has established a comprehensive evaluation approach to assess the impact of the ‘Tell DWP’ communications campaign on claimant reporting behaviour and will publish findings from these evaluation activities.

Target implementation date: December 2026 The department has established a comprehensive evaluation approach to assess the impact of the ‘Tell DWP’ communications campaign on claimant reporting behaviour. The department recognises a fully causal impact evaluation is not feasible due to national rollout and lack of control group. However, it has put in place performance, behavioural, and attitudinal measures to ensure meaningful assessment of the campaign’s effectiveness. Alongside the national evaluation, the department will evaluate locally targeted elements of the campaign to understand whether interventions further improve reporting behaviour. The department will publish findings from these evaluation activities.
