Conclusion
The Cabinet Office has yet to put in place a strategy for 2021 onwards. It told us that a realistic reform programme is extremely important in ensuring accountability, performance, and the proper use of all public funds, but implementation of the new strategy has been delayed because of resourcing pressures as a result of EU Exit and the Covid-19 pandemic.11 The Cabinet Office made further commitments in the Declaration of Government Reform to reduce the number of ALBs that exist, and to introduce a more stringent process for the creation of new ALBs.
