Conclusion
We were interested in the potential implications for compliance of the requirement for departments to undertake some checks away from the ports at which goods arrive. HMRC acknowledged that it is ideal to have infrastructure at a port and the goods controlled at that port but that it was just not possible. It told us inland border facilities are very close to the port, and there are limited opportunities for offloading, but that it would look at what surveillance might be necessary to manage those risks.75 However, it also acknowledged that Ebbsfleet, which will be used for customs checks on goods arriving into the Port of Dover until the Dover White Cliffs site is due to be ready in 2023, was some distance from the port, which was not ideal.
