We questioned the Department on what forward thinking it is doing to prevent unauthorised payments being made to individuals leaving the NHS as a result of the planned re-organisation. The Department acknowledged there is a chance that the re-organisation of the NHS will result in special severance payments being made. The Department said that it is working with the NHS to ensure guidance is satisfactory; communicated to all organisations; and that training takes place to make sure it is understood.50 In written evidence after the session the Department told us that NHS England will seek positive assurance from CCGs that payments made during the transition have the necessary approvals.51 The UK Health Security Agency
