Conclusion
Government expects that all parts of the UK will eventually become compliant with the NO2 limits as a result of wider changes in the transport sector such as greater uptake of electric vehicles.48 There are some local authorities where no viable measures can be identified that will bring NO2 concentrations below legal limits before it is expected to become ‘naturally’ compliant.49 Government told us it is keen to do more develop a clearer set of viability criteria for local authorities in these situations.50
