The Chief Veterinary Officer explained that animal disease outbreaks are ranked on a scale from one to five with five being the most severe outbreak level and that the current assessment is that the UK has the capacity to cope with a level three outbreak. The APHA and Chief Veterinary Officer stated that once it goes beyond a level three outbreak, or there were concurrent outbreaks, the risks become greater and it would be a struggle to cope.38
