Sport England’s 2016–2021 strategy, Towards an Active Nation, aimed to understand and address the barriers to activity for the least active by working with a broader range of partners and encouraging local collaboration. Sport England pledged £250 million, or 25% of its budget, over the four years from 2017 to encourage the inactive to be active, with lower socio-economic groups one of the areas of focus. In 2021 it published a new strategy, Uniting the Movement, which continued to focus on encouraging activity among the inactive and aims to give greater prominence to addressing inequalities in participation.25 Understanding and addressing barriers to participation
