Following our evidence session in December 2025, on 23 February 2026 the Government announced the reforms intended “to transform outcomes for children with SEND and end one size fits all approach”, and published its schools white paper detailing reforms to the school and SEND systems in England.9 Reducing the cost of home to school transport
