We have often highlighted the various challenges that government faces in delivering cross-departmental initiatives, programmes and strategies. These challenges include measuring and reporting of progress, common data, getting departmental buy- in, and achieving the right balance between central and departmental responsibilities, coordination, leadership and ownership. Examples include our 2022 reports on the use of evaluation and modelling across government, public sector greenhouse gas emissions, and improving the accounting officer assessment process.41
