Digital advisers with legacy experience most valuable for educating senior leaders on digital matters.
Recommendation
The use of advisers and non-executive directors with digital experience in board roles in departments is an excellent way of educating senior leaders in digital matters. Around half of current postholders consider they have digital expertise. However, those with a background in similar legacy environments to government will be of most value as they will be best placed to understand how digital developments interact with government’s complex operational environment.22 Digital skills shortages

3.3 The government agrees with the Committee’s recommendation. Target implementation date: December 2025 3.4 CDDO is working with departmental leadership at Permanent Secretary level ‘Digital and Data Board’, to understand how this commitment could be adopted across government. Government departments and delivery bodies already benefit from the wealth of expertise provided by existing non-executive directors, a number of whom have direct digital experience or have led other functions within a digitally-focused organisation.
