Inquiry scopeThe National Audit Office published its progress update on High Speed 2 in January (its fourth report on the project). The report finds that optimistic estimates have been used to set budgets and delivery dates for the project. In not fully and openly recognising the programme’s risks from the outset, the report finds that the Department and HS2 Ltd have not adequately managed the risks to value for money. The report also welcomes the recent increased realism on the estimated cost and schedule for the programme. The Committee will ask officials from HS2 Ltd and the Department of Transport about the Government’s current vision for the project, the challenges in getting Phase One into construction, and what it is being done to manage the cost and schedule estimates for Phase Two of the project.
