Inquiry scope
A total of £79 billion has been allocated to local commissioners of healthcare in 2014-15, equivalent to £1,400 per person. Following the reforms to the health system in 2013, the three different sets of commissioners receive separate funding allocations to commission services for their local populations (clinical commissioning groups predominantly for hospital care; NHS England’s local area teams for primary care; and local authorities for public health services). The National Audit Office report found that progress towards achieving target funding allocations had been slow, with the Department of Health and NHS England concerned not to destabilise local health economies through changes in funding. This inquiry will examine how funding is allocated to the commissioners of healthcare and the effect of funding allocations on local areas. It will also review progress against aspects of the Committee’s 2011 report, Formula funding of local public services.
