Conclusion
The nature and extent of any police reviews prior to the FPN being sent are not transparent. There needs to be a clear internal review process in place before the FPN is issued. Without such a consistent internal review process there are significant risks of the law being misapplied and people penalised for what is actually lawful conduct.
