Conclusion
As we concluded in our Report on the Overseas Operations Bill, effective investigations into allegations of human rights violations by troops overseas are valuable and important and allow lessons to be learned. Changes to the HRA that would threaten the conduct and quality of such investigations would be of significant concern.
