Conclusion
We agree with the conclusion of the House of Lords Delegated Powers and Regulatory Reform Committee that, given the importance and sensitivity of the subject matter, if regulations are made concerning the detention of children the affirmative resolution procedure should apply. Clause 10 should be amended accordingly (see Annex, Amendment 14).
