Conclusion
The general-purpose nature of the foundation models which allows them to be embedded into a wide and diverse range of AI systems and contexts means that any vulnerabilities and sources of risk within the model can propagate very rapidly and at scale once deployed. The power of the newest models, and their potential for mass harm, justifies a precautionary approach to regulation. (Conclusion, Paragraph 144)
