Conclusion
We remain concerned that the two-track approach to the 38 halted inquests is a recipe for mistrust and confusion. If inquisitorial proceedings in the Legacy Commission can do everything inquests can do and more, it is not clear why all 38 cases are not being sent to the Legacy Commission. However, we accept that different families may want to take different routes for personal reasons. (Conclusion, Paragraph 122)
