The Government is committed to monitoring and reviewing reformed CTOs as we implement changes. We will work closely with the system to ensure the Bill’s provisions, including reforms to CTOs, are effectively implemented, aiming to reduce racial disparities in decision-making under the MHA. We are developing a monitoring and evaluation strategy for the reforms, which we expect will be a long-term staged exercise to look at the process of implementing changes, understanding patient experiences, and monitoring data relating to processes and outcomes, including consideration of changes to CTOs. We are working with NHS England and system partners to understand what data is available and what additional data it would be helpful to collect for monitoring and evaluation purposes.
