Recommendation (the committee's words)
We recommend the House asks the Minister to publish more precise guidance as to how clause 4(1)(b) will be applied in practice and how the requirements in the clause will be balanced with duties under section 1 of the Higher Education (Freedom of Speech) Act 2023. Procedural fairness
