Conclusion (the committee's words)
The House may question why the detail of the Electronic Travel Authorisation scheme introduced under clause 71 is not set out in the Bill. If it is appropriate to make such provision in immigration rules, the House may expect it to be subject to a form of affirmative procedure, at least for the establishment of the scheme .
