Recommendation (the committee's words)
We recommend that clauses 27 and 29 be amended so that the Lord Chancellor may amend enactments to facilitate the Online Procedure Rules only with the concurrence of the Lord Chief Justice or the Senior President of Tribunals. This should be accompanied by a duty to ensure the right to a fair hearing. This is in line with the recommendations of this Committee in its report on the Courts and Tribunals (Online Procedure) Bill 2017–19. Employment tribunals and the Employment Appeal Tribunal
