The power in clause 6 must be amended to ensure it contains adequate safeguards. The power must be subject to the affirmative resolution procedure and must also be limited so that it can only be used if the 89 relevant minister considers that it is necessary to address one of the purposes set out in the Delegated Powers Memorandum.
