Introduce comprehensive contract management training and centralised advice for governors.

Recommendation
A substantial element of the role of a Prison Governor is contract management. The Government should provide comprehensive training on procurement and contract management to all public sector prison governors within 12 months. This should form an integral part of a new centralised unit within Government, to provide prompt legal and commercial advice on contract management readily available to all Prison Governors, within twelve months. 69. The Prison Rules 1999 permit remand prisoners to access many parts of the regime if they choose to, including education and employment, keyworker allocation and social visits. The only elements of the regime that remand prisoners are not able to access are those which are directly related to an individual’s sentence, such as Offending Behaviour Programmes. 70. The Government remains firmly committed to its manifesto commitment to improve access to purposeful activity for all prisoners. This includes those on remand. 71. As outlined in the recommendation above, the changes we are making through the Sentencing Bill will help to control the growth in the remand population, and reduce the flow of prisoners in-and-out of prison. This will give prisons much needed breathing space to better tailor their purposeful activity offer, that is based on need.
