Conclusion (the committee's words)
The number of occasions on which the Government have sought to acquire legislative powers under the guise of various devices not subject to parliamentary scrutiny is perhaps the most striking and disturbing of recent developments that have had the effect of shifting the balance of legislative power from Parliament to the executive. This finding is especially significant given that it has emerged so prominently at a time when Brexit and the pandemic have given so many other examples of a shift in power.
