Conclusion (the committee's words)
Ofwat faces the challenge of balancing the financial needs of customers during a cost-of-living crisis with the urgent need for infrastructure and environmental investment. Given the distributional and intergenerational consequences of many of these decisions, it is crucial that Ofwat is given strong, clear guidance by the Government on how these trade-offs should be made.
