When seeking data from institutions, the OfS should clearly state what use it intends to make of it. When requiring actions, the OfS should give a clear idea of what objectives are being served. A clearer statement of the goals being sought will reduce the need for the OfS to prescribe how to meet them and give institutions more flexibility in taking their own routes to compliance.
