Conclusion
While individual institutions are responsible for managing their own finances, the Government controls their main sources of income through the cap on tuition fees for domestic undergraduates, and through research funding, including via its approach to the UK’s association with Horizon Europe. It also has an influence over the level of international student recruitment, a key part of providers’ business models, through its immigration policy.
