Conclusion
The current system of higher education funding is not sustainable and will lead to growing issues in the coming years. The decline in the real-terms value of tuition fees has led institutions to make substantial efficiencies already, and the extent to which further efficiencies are possible is unclear. Further funding shortfalls will lead to risks for the breadth and quality of higher education provision.
