Recommendation (the committee's words)
The Government should ensure that it provides a strategic steer or policy statement to any regulator facing political or distributional trade-offs in its duties and objectives. These documents should be clear, concise and provide high-level guidance on how to prioritise between any duties or objectives that may conflict. We see merit in such guidance being issued once a Parliament, while noting the need for there to be flexibility in the face of urgent issues or crises.
