Conclusion
There is a trade-off between the operational independence of regulators and the need for governments to provide them with strategic advice, especially in areas where it is difficult to distinguish between regulatory issues and policy issues. In these cases, it is preferable that clarity is provided through statutory duties and objectives, but in the absence of this clarity, the Government can usefully provide input through strategic steers or policy statements.
