Recommendation
By the Department’s own admission, it is not possible to know whether Disability Confident is having any meaningful beneficial impact on the employment prospects of disabled people. As part of its evaluation, the Department should explore ways in which it can measure the success of the Disability Confident scheme. This should include, but not be limited to, a mandatory requirement for employers at levels 2 and 3 to routinely publish the percentage of disabled individuals working in their organisations through the Government’s Voluntary Reporting Framework. Employers should also be required to notify the Government when they have signed up to the framework.
