Recommendation 22

We recommend the Government provide additional support to local authorities in areas with large NRPF populations through direct and targeted funding. We further recommend the Government consider reclassifying discretionary welfare payments, so they are excluded from the ‘public funds’ definition used for NRPF purposes, rather than asking local authorities to use their own judgment or take individual legal advice.
