Government response A framework for modern employment: Government response to the First Joint Report of 2017–19 A framework for modern employment: Government response to the First Joint Report of 2017–19 PDF (175KB) The Committees question Mr Taylor on his recent report on modern working practices , including how the Government should act to ensure rights and fair pay for gig economy workers. The Taylor Review examined the implications of new forms of work on the rights and responsibilities of workers and employers, and this session will build on the related work of the previous BEIS Committee’s inquiry into the Future World of Work and the Rights of Workers, and the previous Work & Pensions Committee report and inquiry into Self-Employment and the Gig Economy.

It is not the government's own words.The Government welcomes the joint report, says its response to the Taylor Review and the Committees' draft Bill are "very much aligned", and is consulting on detailed proposals before legislating.
- On employment status, the Government agrees this "needs to be addressed" and is consulting on the best way to do so, noting that any changes "will need to be considered carefully".
- On a 'worker by default' model, it does not commit to legislate, but believes its work on status, rights and redress "will address" the Committees' concerns, and says it would return to the burden of proof at a later date should this not be the case.
- It accepts the recommendations on extending the break in continuous service beyond one week and on written statements for all workers, and is consulting on the length of the break and on the content of the statement.
- On non-guaranteed hours, it will ask the Low Pay Commission, in its next remit, "to consider" a higher National Minimum Wage rate for such hours, alongside alternative policies. It has committed to amending legislation "as soon as practicable" to quadruple the aggravated breach penalty to £20,000.
