Recommendation
CIISA has been several years in development. It is therefore surprising that discussions with Government over the necessary legal framework for it to operate effectively are still ongoing. The Government needs to demonstrate its full support for CIISA and get on with providing it with the legal assurances it needs to undertake its crucial work. CIISA is an industry-led organisation and so has the appropriate legal framework for an organisation of this nature. The Government continues to work closely with CIISA to enhance the legal underpinning it needs to operate effectively. DCMS and DBT officials are exploring whether CIISA is a suitable addition to the Public Interest Disclosure (Prescribed Persons) Order 2014. This is the secondary legislation listing the bodies and individuals that a worker can make a qualifying disclosure to in order to receive protection from dismissal or detriment in their employment on whistleblowing grounds. We also understand that CIISA is also beginning discussions with the Equality and Human Rights Commission on how the relationship between the organisations might develop.
