Conclusion (the committee's words)
We were disappointed with the 2020 Spending Review’s financial settlement of £300 million in additional grant funding for local authorities’ social care in 2021/22. We believe it falls considerably short of what is required. We agree with the Health and Social Care Committee that an increase in funding for social care, worth around £4 billion per year by 2023/24, will be a necessary first step towards fixing systemic problems in the sector.

- On the SEND review, the Department for Education "intends to publish proposals for consultation in the spring of 2021", saying the pandemic "has unavoidably delayed" the review.
- On an independent inquiry and social care reform, it says there will be "opportunities to look back" at COVID-19 but is "focused entirely" on the response for now, and will "bring forward proposals this year" on adult social care.
