Recommendation 28

We recommend that the Ministry of Justice supports prison leaders in their engagement with local employers—identifying what skills and experience they would like to see from prospective hires—and ensures that employment provision within prisons is tailored accordingly. This should be balanced against the need for provision across the prison estate to have a degree of uniformity, so that prisoners are not disadvantaged by transfers to other parts of the estate, where courses may not be available and they are unable to continue their progress.
