Recommendation 16

We recommend that the Ministry of Justice meet with the Welsh justice unions representing prison staff in Wales to identify the main barriers to recruiting and retaining staff. These concerns should be addressed as soon as possible through investment in the people who work hard to keep prisons operational and prisoners—as well as the public—safe.
