Inquiry scopeThe Government published the draft Wales Bill on 18 December 2013. The purpose of the Bill is to devolve taxation and borrowing powers to the Welsh Government and National Assembly for Wales, following the UK Government’s acceptance of the majority of the Silk Commission’s recommendations. The Bill will also change some of the electoral arrangements for the National Assembly for Wales. The Committee has concluded its pre-legislative scrutiny of the draft Wales Bill and has published its report as well as the Government response.
