Conclusion
There are mixed views by stakeholders on whether, in the longer-term, there should be a mandatory requirement for e-scooter riders to have insurance, either for rental schemes or for privately owned vehicles. In our view, an e-scooter is more akin to a bike or an e-bike, rather than a moped, and we share concerns that too many requirements on users or operators may be burdensome and discourage take-up.

The government partly agrees. There are mixed views by stakeholders on whether, in the longer term, there should be a mandatory requirement for e-scooter riders to have insurance, either for rental schemes or for privately owned vehicles. The Government is aware of these mixed views and will consider all available evidence, including that which emerges from e-scooter trials, before making any firm policy decision. The Government believes it is important to avoid placing unnecessary burdens on users or operators at this stage, while at the same time ensuring appropriate levels of safety and protection for all road users.
