Conclusion
In the Government’s view the UK “could achieve the same benefits [as Erasmus+] with Turing”, but could also improve upon it by “looking at the global reach of it to widen participation”.226 Minister Stewart told us that it was about: [ … ] how we extend the benefits, reaching Commonwealth countries, the Americas, the Far East, which Erasmus did not cover, widening the participation and having a nimbler scheme. [ … ] We also need that greater flexibility to underpin many of the links that universities already have outside Erasmus that Turing will be able to bolster. I think we have a product here that will achieve the same benefits but in a more cost-effective way and extend the advantages that we want to see.227
