Conclusion
We welcome the UK Government’s original intentions to formally consult on the UK Shared Prosperity Fund (UKSPF), and its early efforts to engage local authorities in Scotland. However, we are concerned that a formal consultation has not taken place, given that the UKSPF is due to commence next year. The uncertainty is hindering planning efforts and poses risks to a smooth transition from EU funds to the UKSPF. The UK Government must launch a formal, public consultation on its proposals for the UKSPF by autumn 2021.

UK Government has been engaging with key stakeholders on the design and priorities of the UK Shared Prosperity Fund since 2016, including holding a series of engagement events across the UK. The regional events in Scotland took place in Edinburgh in October 2018, Glasgow, Dundee and Edinburgh in November 2018, and Edinburgh and Inverness in February 2019. Over 500 stakeholders across the UK attended these events across a variety of sectors, including businesses, public bodies (including local government), higher education institutions, voluntary and charity sector and rural partnership groups. Since the publication of the UK Shared Prosperity Fund Heads of Terms, we have continued to engage widely. As part of this, we have hosted several roundtables and discussion groups
