Recommendation 17

The government should provide greater clarity on its approach to technological specialisation. This should include setting out, in specific terms, the capabilities and sub-sectors it intends to prioritise within broad fields such as space and quantum. It should also publish the criteria and evidence base used to inform these decisions, including how considerations such as market opportunity, existing strengths, sovereign capability, and international competition have been weighed. Greater transparency would strengthen confidence in these choices and help ensure that public and private investment is directed effectively. (Recommendation, Paragraph 69)
