The UK has big ambitions for science diplomacy, and a strong research base, but these are not matched by strategy or delivery. The government has not articulated a coherent strategic framework setting out priority partners, technologies, or intended outcomes of its partnerships, but instead seems to take an opportunistic approach to international agreements. Without such a framework, the UK risks substituting activity for strategy, undermining both domestic outcomes and its credibility as an international partner. (Conclusion, Paragraph 47)
