Recommendation
If external suppliers are deemed necessary to support the development or implementation of the new digital ID, no contracts relating to the development or implementation of the new digital ID should be awarded without a competitive tender process, and all contracts should be published in full. The government should announce the decision to use external suppliers to Parliament before tendering. (Recommendation, Paragraph 144)
