Conclusion
Public Health England and its successor bodies, as well as Ministers and their scientific advisers, should be more willing to study and emulate the practice of other countries with urgency and agility, especially during a crisis. A culture must be established that looks proactively to collaborate with other organisations, rather than to reject assistance.

The government accepts this recommendation. Public Health England (PHE) and UKHSA have always strived to learn from other countries and organisations. Through close working with the World Health Organization (WHO), and other international bodies, PHE and UKHSA have proactively collaborated and shared learning to improve health protection not just in the UK but globally. UKHSA will continue to share and learn best practice with other countries. The UKHSA was formally established on 1 April 2021 and has been working to build and maintain strong relationships with local, national, and international organisations, including academic institutions, industry partners and international health agencies. It is committed to working collaboratively to ensure that public health is protected and improved, and to sharing knowledge and expertise to support global health security.
