The government recognises that previous exercises such as Cygnus and Winter Willow have not squarely addressed a disease with the characteristics of COVID-19, and agrees that there are lessons to be learned. For example, the drafting of legislative measures, as was the case in these exercises, that might be needed to tackle similar outbreaks in the future.
