Conclusion
In May 2020 the label “NHS” was applied by the Department of Health and Social Care to the test and tracing system, despite it being operated outside the NHS. It was notable that in evidence to our inquiry, the then Chief Executive of NHS England, Sir Simon Stevens, pointedly refused to use the term NHS in conjunction with the Test and Trace operation.287 Mass testing ‘moonshot’
