Recommendation
The publication of the Space Industry Regulations in July 2021 was a vital step that set out the licensing processes for launch activities, including establishing the Civil Aviation Authority as the regulator. The Civil Aviation Authority, with the support of the Department for Transport and the Department for Business, Energy and Industrial Strategy, should continue to take guidance from other authorities such as the Federal Aviation Authority on how to best operate the licensing process. HM Government Accepted
The UK works closely with international authorities, including the US Federal Aviation Authority (FAA). This includes having staff seconded from the FAA as part of the CAA regulatory team providing direct advice. The Department for Transport is also working closely with the FAA and US Government to negotiate a bilateral agreement on regulatory cooperation. This will allow operators to move more easily between countries and reduce the regulatory burdens on those that require dual licensing in both the US and UK.
