The government's response

Summary written by Accountability Index from the government's response. It is not the government's own words.

The Government welcomes the Committee's report and its support for the College of Policing, while stating that the College operates independently and responds directly on most recommendations.

  • On the Code of Ethics, the Government says amalgamating the Code and the Conduct Regulations "would undermine the separate purposes" each serves, and that embedding the Code "will not be achieved by further regulation but by leadership from the sector itself".
  • On powers, the Government welcomes support for a licence to practise and is working with the College to develop it. Officials are "looking at the legislative requirements" for a register, and Home Office officials are examining whether the College's powers are sufficient for police staff and volunteers.
  • On recruitment, the Government believes it "should continue to be driven by forces" within a national framework set by the College, and that it is for forces to decide whether to work together.
  • On international training, the Government says all proposals are assessed using the OSJA Human Rights Guidance. It notes there is "no blanket requirement" for written confirmations from foreign governments, and says it "will consider" a cross-government international policing strategy.
