Mandate Home and Justice Secretaries to detail criminal justice data linking aims and methodology
Recommendation
As the Government’s data note on the performance scorecards makes clear, it is not possible to accurately track individual offences or defendants across the criminal justice system for the purposes of statistical reporting. We welcome the fact that work to link this data better is ongoing and a ‘high priority’. However, we believe transparency is Investigation and prosecution of rape 77 critical to this and we recommend that, once the scoping stages are completed, the Home Secretary and Justice Secretary write to us with further detail on this piece of work, including aims, methodology and timescales.

The Rape Review Progress Update was published on 16 June, this provides an update on Operation Soteria, including the findings to date and information on expansion to 14 further police forces and corresponding CPS areas. The Home Office is providing £5m this year to support delivery of the Operation Soteria programme, the ultimate aim of which is to develop a national operating model for all police forces by June 2023. There is significant work underway to support all forces to prepare for the new model, including regular learning events and access to tools. Ultimately, whether to adopt the national operating model will be a decision for operationally independent forces. However, we expect that by the time the operating model is available to forces, there will be strong evidence to demonstrate its effectiveness in improving the police’s engagement with victims and criminal justice outcomes. We also expect forces not participating in Operation Soteria continue to engage with the national learning events, so that they stand ready to adopt the model when it becomes available.
